Yes, this is how the Standard ERP works and most probably that won't be changed.

I would suggest you to use in my opinion more suitable functionality for item picking than the approach you were using - use the Item Search report functionality (e.g. Quotation -> operations menu -> item search or ctrl / cmd + shift + f in the quotation record).

Search for the items you are looking for with the report and then just click on the underlined item code and that item will be added to the quote. Add as much item codes from the report to the record as required.
