This sounds more like a HAL rules problem than an operating system issue. Can you try removing the halcust folder from the Surface and then try logging in again?

I've not tested Enterprise on a Surface. Does the Surface run the full Windows 8 or is it the RT version?

Enterprise 7.2 runs perfectly well on Windows 8, 8.1 and 10 running on PCs.
