You can´t create the shipment notification from the purchase order, since it was created with the type normal

You can close the Purchase Order, Close the sales order and repeat the process or change the order type to normal, as requested:

- In the system module>>settings>>Access Groups, for the user that should do this change, add an action: Change Sales Order with Drop Ship Type
- The user should logout and login again
- Select the Sales order and un-oked
- Change the order type to Normal
- Ok the order again
you can now create the delivery and Invoice
